To All Local Highway Jurisdictions:

A meeting was held with Idaho Asphalt Supply, Inc. and a few area county road supervisors on Thursday, March 20, 2008 in Blackfoot.  Adam Ackerman, Regional Account Manager for Idaho Asphalt Supply, answered several questions to the people that were in attendance.

Prior to the meeting, I had a conversation with Evan Henniger, from SemMaterials.  He reported that the oil can be available from either the Boise or the Salt Lake plant.

The purpose of the meeting was to discuss the Bingham County’s oil bid.  Some of the points made at the meeting are:

  • The transportation cost per ton will be the same as the previous costs to that particular local highway jurisdiction (LHJ). However, fuel surcharges will be in effect, so the surcharge will be added on the base rate.  The surcharge will change depending on that week’s fuel cost.

Example: If the base rate to haul to a LHJ has been $15.00 per ton

                        Fuel base rate $2.65 gal

                        Current fuel price $4.00 gal

Rate of fuel surcharge schedule for $4 fuel is 31.05%

                        $15.00 X 31.05% or (15 X .3105) = $4.73 increase

                        $15.00 + $4.73 = $19.73 per ton (for that week’s costs)

  • The oil committed to in the piggy-back by the agency will be honored for the whole year by the oil company.

  • Agencies have until April 17th to piggy-back on the bid.

  • Contracts are available by contacting one of the oil companies.
